I am not a canon lawyer, but it seems to me that Archbishop Vigneron and Bishop Rhoades have not transgressed against Catholic doctrine and have not been excommunicated.
The question is not whether those saved through invincible ignorance and baptism of desire are known to us, but whether they are known to God.
Lionelandrades is claiming the authority to excommunicate, which as a layman he does not possess, and is declaring that no-one can be considered a Catholic unless they publicly proclaim the Feeneyite interpretation of exclusive salvation. By presenting this as an infallible test of Catholic orthodoxy rather than as his own theological opinion, he is breaking communion with these bishops in communion with Rome, and in so doing he runs a grave risk of excommunicating the only person whom he is unquestionably competent to excommunicate - himself.
