The national flag is supposed to be the property of the whole nation, and hence it cannot be changed without the consent of the nation through its representatives. Flying the tricolour is not illegal in Northern Ireland, though it used to be. I can certainly think of contexts where flying it (or the Union Jack) would constitute incitement to disturbance (e.g. at an Orange parade). Symbols of religious faith are good in themselves but that does not mean we can put them everywhere without regard for propriety. Prayer is good in itself, but someone who insisted on praying rather than carrying out his daily duties would be wrong.
